Headline Confusion in Oregon 

A Yahoo! headline grabbed my attention just now: "Ore. County Gays to Get Marriage Licenses." So I flipped over to the article to check it out. I had heard earlier in the day that Benton County, which had earlier stopped issuing marriage licenses to anyone since they were being prevented from issuing them to gay couples, had been ordered to resume issuing licenses. But the earlier report I heard on the radio stated that the order issued by Senior Judge Wayne R. Harris hadn't mentioned same sex couples, and that it was expected that only opposite sex couples would be able to receive licenses.

This article, despite the headline, says the same thing. So what's up with the headline stating the complete opposite?
