FAA to Regulate Space Tourism
One of the final acts of the 108th Congress was to pass the Commercial Space Launch Amendments Act of 2004, clearing the way for the Federal Aviation Administration to regulate the emerging space tourism industry, including issuing and monitoring safety guidelines and issuing flight permits. For the first 8 years after the bill is signed into law, the FAA is restricted from full regulation authority, and will only have the authority to restrict designs or practices if the design or practice has caused serious injury, fatality or "unsafe unplanned event."
